Trust Mahi

The Te Waiariki, Ngāti Kororā and Ngāti Takapari Trust are involved in a range of different kaupapa and forums with other Hapū, the Crown, Whangārei Regional Council and Northland Regional Council. The section below provides an overview of the Trustees responsible for each kaupapa. 

Marine and Coastal Area (Takutai Moana) Act 2011

Marine and Coastal Area (Takutai Moana) 2011 Act.  Previously known as the Foreshore & Seabed Act 2004.

Purpose: protect the public’s  interest; recognise the mana whenua of iwi, hapū & tangata whenua; provide customary rights in the common MACA & to acknowledge the TOW.

Rohe Moana

Trustee Responsible: TBC

Purpose: A  Rohe Moana is coastal and marine area over which an iwi or a hapū exercises its mana and its kaitiakitanga. Kaitiaki are appointed for the management of customary food gathering within the area/rohe. 

1. Title

This notice is the Fisheries (Notification of Tāngata Kaitiaki/Tiaki for Area/Rohe Moana of Ngāti Kororā, Te Waiariki, and Ngāti Tu) Notice 2021.
 

2. Commencement

This notice comes into force on 15 July 2021.
 

3. Customary Food Gathering Area/Rohe Moana

This notice applies to a customary food gathering area/rohe moana in the New Zealand fisheries waters within the following lines:

  1. Starting from Paparoa at 35°41.141′S 174°30.632′E; then

  2. proceeding in an easterly direction in a straight line to a point 35°41.141′S 178°05.804′W; then

  3. proceeding in a generally southerly direction following the boundary of the EEZ to a point at 35°47.121′S 178°00.329′W; then

  4. proceeding in a westerly direction in a straight line to Tokapiripiri at 35°47.121′S 174°33.048′E; then

  5. following the mean high water mark in a generally northerly direction back to the starting point.

The following area is excluded from the customary food gathering area/rohe moana:

  1. Starting from a point at 35°41.141′S 177°56.762′E; then

  2. proceeding in an easterly direction to a point at 35°41.141′S 178°04.916′E; then

  3. proceeding in a southerly direction to a point at 35°47.121′S 178°04.913′E; then

  4. proceeding in a westerly direction to a point at 35°47.121′S 177°56.762′E; then

  5. proceeding in a northerly direction back to the starting point.
     

4. Tangata Whenua

The tangata whenua of the area/rohe moana are Te Waiariki, Ngāti Kororā and Ngāti Tu.

5. New Appointments

The Minister for Oceans and Fisheries has appointed the following people as tāngata kaitiaki/tiaki for the rohe moana:

  • Robert Marsh;

  • Lewis Kaka;

  • Arthur Mahanga; and

  • Shane Cooper.
     

The appointments took effect on 16 June 2021.

Fisheries (Notification of Tāngata Kaitiaki/Tiaki for Area/Rohe Moana of  Te Waiariki, Ngāti Kororā, and Ngāti Takapari) Notice 2019.

2. Explanatory Note

The notice relates to a customary food gathering area/rohe moana of the tangata whenua Te Waiariki, Ngāti Kororā, and Ngāti Takapari. The area/rohe moana is from Te Ihu o Manaia (Middle Gable) to Paparoa/Horahora, on the east coast of Northland, north of Whangārei. Notice is given of the appointment of 5 Tāngata Kaitiaki/Tiaki for the area/rohe moana. The Minister of Fisheries confirmed the appointments at the request of Te Waiariki, Ngāti Kororā, and Ngāti Takapari. The powers of Tāngata Kaitiaki/Tiaki are set out in the regulations.

3. Customary food gathering area/rohe moana

This notice applies to a customary food gathering area/rohe moana in the New Zealand fisheries waters (except South Island fisheries waters) within the following lines (but subject to subclause (2):

  1. from the starting point at 35°35.775′S and 174°32.227′E near Middle Gable; then

  2. by a straight line due east until intersecting with the outer exclusive economic zone boundary at approximately 35°35.775′S and 178°11.077′W; then

  3. proceeding in a generally south-easterly direction to a point along the outer exclusive economic zone boundary at approximately 35°40.337′S and 178°6.571′W; then

  4. by a straight line due west to a point at 35°40.337′S and 174°30.467′E near Horahora; then proceeding in a generally northerly direction along the mean high-water mark until the mouth of the Horahora River;

  5. then proceeding in a generally westerly direction along the southern bank of the Horahora River to a point at 35°40.081′S and 174°27.263′E;

  6. then proceeding in a straight line across the river to a point on the northern riverbank at 35°40.070′S and 174°27.263′E; then proceeding in a generally easterly direction along the northern bank of the Horahora River to the mean high-water mark of the coastline; then

  7. proceeding in a generally northerly direction along the mean high-water mark until the mouth of the Ngunguru River; then

  8. proceeding in a generally westerly direction along the southern bank of the Ngunguru River to a point at 35°38.714′S and 174°25.217′E; then

  9. proceeding in a straight line across the river to a point on the northern riverbank at 35°38.714′S and 174°25.207′E; then

  10. proceeding in a generally easterly direction along the northern bank of the Ngunguru River to the mean high-water mark of the coastline; then

  11. by a line proceeding in a generally northerly direction along the mean high-water mark back to the starting point.

Note: The customary food gathering area/rohe moana does not include any areas that overlap with the customary food gathering area/rohe moana defined by clause 3 of the Fisheries (Notification of Tāngata Kaitiaki/Tiaki for Area/Rohe Moana of Te Whanau a Kauaetangohia Hapū) Notice 2016.

 

4. Tangata whenua

The tangata whenua of the area/rohe moana are Te Waiariki, Ngāti Kororā, and Ngāti Takapari.

 

5. Appointments

The Minister of Fisheries has appointed the following people as Tāngata Kaitiaki/Tiaki for the area/rohe moana:

TMMAC: Te Tai Tokerau Māori Advisory Committee (Northland Regional Council)

Purpose: 

● Provides a forum that emphasises and advocates te Ao Māori; the Māori world view

● A means by which the Māori perspective is valued, influences and challenges processes and policy

● A stable platform for whānau, hapū and iwi to connect and communicate with each other

● A safe haven for open and forthright discussion

● Provides strong leadership in consultation with tāngata whenua and Māori communities.

Te Kārearea Strategic Partnership Standing  Committee (Whangārei District Council)

Purpose: To oversee functions of Council that interact, support and provide services for the community, including to disburse funds as determined by the Whangarei District Council Grants, Concessions and Loans Policy.   TKSPF is made up of eight WDC councillors, including Mayor Sheryl Mai, and eight hapū representatives - one from each of eight hapū / hapū clusters representing the district's hapū on council group Te Huinga.                                                                                                                                                     

Te Huinga

Representative: TBC

 

Purpose: Te Huinga Statement of Principles  - He Whakaputanga o Te Rangatiratanga o Nu Tireni (Declaration of Independence – 1835) and Te Tiriti o Waitangi, 1840 provides the foundational doctrines of authority and partnership that are being sought after by the hapū of Whangārei as the relationship develops with the Whangārei District Council.Te Huinga will work towards achieving the strategic intent.

  • Vision/Te Pae Tawhiti: ‘Ma nga hapū ano nga hapū e korero’ - ‘Hapū self reliance and prosperity’

  • Mission/Te Kaupapa: ‘Achieving hapū aspirations through effective and enduring relationships’

  • A Māori community, which is healthy and highly educated

  • A society that protects and cares for all its members 

  • A rohe with a flourishing Māori economy

In 2015, a Management Agreement was signed which began the co-management of the Ngunguru Sandspit Crown Reserve land between the Hapū Trust, DoC and Ngunguru Sandpit and Protection Society.
